VINCENNES – A $35 million housing project to support local talent attraction and retention has entered into the final stages of planning and approval. After final details are wrapped up later this summer, the project will begin building 240 new apartment units in Vincennes, according to Chris Pfaff, CEO of Knox County Indiana Economic Development. Details of the project, which has been more than a year in planning, were cleared by the Vincennes Redevelopment Commission in June and will now go to the Vincennes City Council for final consideration of key elements.

The new market rate apartments, which will include one-, two-, and three-bedroom options, are being designed and built by Simplified Developments, LLC and will be located on Bierhouse Boulevard in Vincennes. Simplified Developments and its general contracting arm Elite Construction Services have designed and built multiple new housing units (both apartments and single-family homes) in Gibson and Daviess counties.

“This new development comes at an opportune time with high local demand for market rate housing from expected talent attraction and workforce expansion associated with the $83 million construction of AgroRenew and other Knox County company expansions,” said Pfaff. “This is a strong strategic match for the needs of the community and county.”

The $35 million project will include five market rate apartment buildings offering 1,000-1,2oo sq. ft. apartments in 1–3-bedroom configurations on the southeast side of Vincennes. The new apartments will be located near existing amenities, with easy access to the dual-lane U.S. 41 roadway.

“Professionals and young families looking for a place to grow in Vincennes will find these new apartments to be a strong option,” said Pfaff.

Simplified Developments, a family-owned residential development company in Gibson County, began working with Pfaff, Vincennes Mayor Joe Yochum, and other city officials in 2023 to plan the project. Approval of a $3.1 million award from the Indiana Finance Authority to support residential infrastructure for the project was received June 20.

“The Mayor, Chris, and others in the community have been great to work with,”  said Phil Reinbrecht, president of Simplified Development. “Based on what we’ve seen and the data from the various housing studies, this is an excellent time to build – the future for Vincennes and the region is strong.”

The project will now be considered for TIF-funded infrastructure support and a tax abatement by the Vincennes City Council.

Pending timely completion of details, Reinbrecht expects the $35 million project will break ground and begin construction late in the third quarter of 2024, with the first building ready for move-in in the third quarter of 2025. The entire project is set to be completed by 2026.
